While concerns about escalation still exist, experts believe that the Biden administration now acknowledges Russia’s strategic and military vulnerability. Evelyn Farkas, a former Pentagon official, states, “I think the administration has come to understand that Russia is not only losing strategically but is also likely to lose militarily.” However, there are concerns that miscalculations or mistakes in Ukrainian operations could unintentionally trigger a stronger response from the Kremlin or strain tensions among European allies who oppose expanding the conflict.

US officials now believe that Ukrainian attacks in Russia are unlikely to lead to a Russian strike on a NATO country or facility. Putin aims to prevent the war from spreading beyond Ukraine’s borders, as that could draw greater US involvement or the provision of weapons to Ukraine, which the administration has been hesitant to do out of concern that they could be used against Russia.

While the Biden administration officially maintains that it does not encourage Ukrainian attacks inside Russia, it defers to President Volodymyr Zelensky and his military commanders to decide how they will use the equipment provided by the US. This delicate balance is illustrated by the British foreign minister’s statement that Ukraine has the right to project force beyond its borders as part of its self-defense.

Military analysts believe that the recent strikes inside Russia are primarily intended to disrupt Moscow’s battle plans, divert Russian troops, and undermine citizen confidence in Russia’s forces. These attacks, combined with previous strikes in Crimea and other occupied Ukrainian regions targeting Russian infrastructure, aim to demonstrate that Russia is not invincible.

So far, Russia has responded to these cross-border attacks without escalating the conflict or initiating any significant new response. US officials believe that Russia will refrain from escalation as long as the Ukrainian strikes remain mostly symbolic and do not cause significant damage to critical infrastructure or national targets.
