Texas Lawmakers Pass Bill Restricting Diversity Programs at State Universities
Texas lawmakers have approved Senate Bill 17, a measure that prohibits the promotion of diversity programs at publicly funded colleges and universities. The bill, sponsored by Republican state senator Brandon Creighton, received approval from both chambers on Sunday, just one day before the end of the legislative session.
Senator Creighton explained that the aim of the bill is to move away from political oaths, compelled speech, and racial profiling in university hiring.
However, concerns have been raised by Democratic leaders, college educators, and students regarding the wide-ranging consequences of this restriction. They worry about the impact on attracting and retaining students from diverse backgrounds, as well as the potential loss of research and programming grants.
The Texas Conference of the American Association of University Professors emphasized the message conveyed to the 1.3 million public university and community college students, stating that the state is not fully committed to welcoming students from all backgrounds and building an inclusive and supportive higher education system.
Significance of the Decision: Why It Matters
Education has become a subject of political disputes across the United States. Texas joins other states in scaling back diversity initiatives, known as D.E.I., citing concerns that taxpayer money is being used to foster division and promote a liberal agenda in colleges and universities.
An analysis by the Associated Press identified at least 30 legislative bills in approximately a dozen states this year that aim to dismantle diversity, equity, and inclusion efforts in higher education institutions.
Background: Targeting of D.E.I. Programs Nationwide
Public colleges and universities across the country have established diversity, equity, and inclusion (D.E.I.) offices to attract and support a diverse range of students. However, these efforts have recently faced opposition from conservative state legislators who view them as discriminatory. As a result, some universities have suspended their D.E.I. programs due to enacted laws or political pressure. Notably, Governor Ron DeSantis of Florida signed a bill into law prohibiting public higher education institutions from using funds for D.E.I. initiatives. In Iowa, the Board of Regents president announced a review of existing D.E.I. programs at three public universities, temporarily halting any new initiatives until the review is completed.

Senate Bill 17 awaits the signature of Republican Governor Greg Abbott, who is highly likely to approve it. Once signed into law, D.E.I. programming at public colleges and universities will need to cease operations within approximately six months.
